Whatever happened to TQL?

If you were in the Navy in the early 1990s, you have heard of TQL. Total Quality Leadership was a concept that we stole from the Japanese car companies and it preached the concept of constant improvement. One of the Chiefs of Naval Operations told us that TQL was here to stay.

Well, not exactly.

A few years later Sailors were confronted with new concepts that smelled like TQL, but were different. The five vector model promised an educational continuum that prepared Sailors for life after the military. Task Force Web aimed at making the Navy more online savvy.

They are all long gone. Each of those noble projects ran its respective course and was unceremoniously dumped, having been rendered obsolete by new ideas and initiatives.

Except one, of course. That one never goes out of style.
